Clerk's Minutes of the 2001 NVC Annual Meeting

The Annual Meeting of the Northport Village Corporation was held on Tuesday, August 14, 2001, at 6:30 P.M. in the Bayside Community Hall. Approximately 90 residents were in attendance.

The Clerk opened the meeting by reading the Certificate. Since the Warrant had been posted and was in the hands of the residents, this was not read.

Tim Samway was nominated and elected Moderator of the meeting. Tim read the rules of Town Meetings in the State of Maine after being sworn in by Clerk Tardif. The Moderator introduced the Officers and Overseers of the Corporation, then informed the residents of the procedures he would follow for the meeting.

Before the meeting proceeded, Village resident Dana Whitten reported on the Special Town of Northport meeting being held on Monday, August 20, 2001, regarding the Harbor Ordinance. He urged Northport residents to attend this meeting.

Steve Trenholm spoke of the recognition ceremony for Wharfmaster Al Keith to be held on Sunday, September 2, 2001, at 1:00 P.M. A reception will follow in the Yacht Club.

The Clerk's minutes of the 2000 Annual Meeting were not read as they had been printed and were available to the residents as they entered the hall.

In his report, President Vlodek noted there have been many changes in the Village over the past few years. With winterizing of cottages, we will see more year-round residents, which will change the scope of needed services. The President reported there was the adoption of three new standing committees by the Board of Overseers to address the needs of the community. These were a Village Archivist, an Information Committee, and a Recreation Committee. President Vlodek said he was very fortunate to have had so many talented and dedicated individuals to work with him over the past year. He mentioned Superintendent John Fancy, Attorney Judy Metcalf, Village Agent Bill Paige, and Harbormaster Al Keith. He also thanked the Town of Northport Selectpersons and the Town Clerk Jim Cummings for all their help and cooperation. He then introduced Selectperson of the Town of Northport Denise Lindahl who was in attendance.

At this point of his report, Vlodek recognized a group of community members for their outstanding service to the community and presented them with Community Service Awards.

President Vlodek gave a special thanks to his wife Sandy for her patience and support.

Ken then asked for everyone to please remember the following residents who passed away during the past year: Donald Knott, Jean Purcell, Bruce Reed, Frances Samway, Ethel McInnish (who was the wife of a former Village President who passed away last year), Rexford Murch, and Ethel Sezak. Also one birth was noted, Hannah Sanderson who was born three weeks ago.

Closing his report, the President recognized the Clerk of the Corporation who is retiring after serving this position for twenty years. Two plaques were presented to the Clerk, one recognizing her years of service, and the other containing the names and signatures of all the presidents, treasurers, and overseers who served on the Board with her. There is also a beautiful picture of Ruggles Park and the wharf on this plaque. The Clerk expressed her appreciation and thanks for receiving these beautiful tributes which will be proudly placed on the wall of her residence.

The moderator then asked Ed Holly of the Nominating Committee to present the slate of Officers for the coming year. Before presenting the slate, Ed reported that the Chairman of the Committee, Bill Thorndike, is critically ill, and asked people to send cards and prayers to let him know the Village people are thinking of him. Gina Cressey was also a member of this committee.

Since there were no nominations from the floor, the Clerk cast one ballot for each officer.

Hearing no nominations from the floor, the Clerk cast one ballot for the Overseers.

Turning now to "Financial Matters" on the agenda, Moderator Tim Samway asked for a motion on #7. A motion was made and seconded to: (A) "Approve a budget totaling $110,000 for the Northport Village Corporation for the Fiscal Year 2002. This money will be raised as follows: $17,500 to be requested from the Town of Northport on the warrants of its Town Meeting, and the balance to be raised from the Village Tax.”

Village resident Sid Block commented on the age of the sewer system and the need to speed up our repairs. Block suggested we request a higher amount from the Town of Northport.

A village resident spoke about experiencing sewer problems and agreed with Block that the system needs repairing soon. Another resident spoke of drainage problems in the area of his residence. John Fancy answered some questions of the people's concerns and made comments regarding the Phase I Infrastructure in which will be replaced several sewer lines where problems are occurring. After a few more comments from residents, a motion was made, seconded, and so VOTED to accept #7(A) as written.

A motion was made and seconded for #7(B) on the agenda:

(B)"Approve borrowings by the Northport Village Corporation in an amount not to exceed $50,000 for working capital purposes. Funds are to be borrowed in anticipation of the 2002 taxes.” It was VOTED unanimously to accept #7(B) as written.

A motion was made and seconded for #7(C) on the agenda:

(C)"Approve borrowings by the Northport Village Corporation in an amount not to exceed $100,000. Funds are to be used to commence replacement of the wharf or Community Hall, for emergency repairs to utilities operated by the Village Corporation, or for reconstruction of shoreline damage to property owned by the Northport Village Corporation as a result of a storm." It was VOTED unanimously to accept #7(C) as written.

A unanimous VOTE to accept item #8 was received. This read as follows: "To vote to charge interest of 10% per annum on all unpaid taxes after November 30."

Next on the agenda was the reports of committees. Ben Block spoke on the Archives; Dick Tardif spoke for the Community Hall; John Lightner spoke for the Information Committee; Jane Phillips spoke for the Parks; Diane Whitten spoke for the Recreation Committee. Judy Rohweder spoke for the Safety Committee and introduced our Police Officer Sal DeMeo who received a round of applause for his excellent work. John Fancy then spoke for the Water and Wastewater Committees.

Sid Block then suggested it would be a good idea if realtors made sure renters were told of the State of Maine leash law and pick-up law regarding dogs.

Mary Firca commented on the heavy trucks traveling on Broadway. It was noted that these trucks service the community and must use this road.

Overseer Handler asked for a round of applause for the hours of work and time spent by our President and the support he receives from his wife Sandy.

At this time, Moderator Samway asked Clerk Tardif to adjourn the meeting. The meeting was adjourned by the Clerk at 8:38 P.M.
