Minutes of NVC Meeting of
May 20, 2001 A meeting of the Board of Overseers of the Northport Village Corporation was held on Sunday May 20, 2001 at 10:00 a.m. in the Bayside Community Hall. Overseers present were Allen, Block, Doucette, Handler, Lightner, Rohweder and Whitten, President Vlodek, Clerk Tardiff, John Fancy for the Utilities, and Village Agent Paige. Also present were four Village residents. The Clerk’s minutes of the 4/22/01 meeting were approved as written. There was no Treasurer’s report as the Treasurer was out of town. President Vlodek reported on the Northport town Meeting of May 7, 2001. He announced there will be a meeting at the Drinkwater School on June 4, 2001 regarding the Harbor Ordinance. Vlodek also reported the Town VOTED to give the Village Corporation the $17,500 that was requested. President Vlodek also reported on the Town of Northport’s Selectperson’s meeting. There will be some street cleaning for removing the excess sand from the roads. Culvert work on town roads may be done sometime this spring. A new Selectperson has been elected. John Burgess has already communicated with President Vlodek hoping to work with the Village. The issue with John Von Bergen is still being dragged on. The Village will send a letter to Von Bergen regarding legal fees. He will also receive a deadline of July 1st to complete any action. Ken Wescott will be contacted regarding his planting around the Yacht Club. Regarding the Shaver-Webster situation, the rocks are on Village property. This will be addressed when the property owners return to Bayside. Regarding the Hawkins situation, the corner lot was looked at by owner Dean Wood. No further action has been taken. Village resident Marjorie Crowley has reported there is a broken sewer line behind her residence and raw sewage is going on her property. This is a private line from another residence which will have its water turned off by V.A. Paige. Plumbing Inspector Frank Knight has been there to review the situation. Village residents Hanbury, Bixler and Eldridge were present at this meeting to talk about their trash pick-up. The Village has asked them to leave their garbage at the roadside instead of down the road at their property line. This was unacceptable to them. A statement will be received from them saying V.A. Paige will not be liable if anything happens while he is picking up the trash on their property. The roads leading to their property are rights of way. We will contact our attorney regarding the roads. Village Agent Paige reported a sewer line was broken while the Town was installing a catch basin on the South Shore Road. Since the Town was not told of its existence they will not pay for repairs. NVC will wait until the bill arrives before any action is taken. Paige says the sewer at the end of Sea Street also needs repairing. Village Agent Paige also reported on the following:
It was reported the waterfront and dinghy rules are being worked on and will be posted on the bulletin board, which is to be installed by the dock. John Fancy of the Utilities reported there are two new customers for water on the Shore Road. He is waiting for the Town of Northport to reply on a fire hydrant rental plan. Fancy reported Birchcrest is very interested to connect into our water line. There are some contaminated wells in this area. The financial statements of both the Water and Wastewater Committees were reviewed by John and the Board. Finance Chairman Dan Doucette reviewed the General Fund up to April 1, 2001 with the Board. A motion was made, seconded and so VOTED that the Village return to the Northport Tax Collector the duties to register and discharge tax collection and liens – immediately for past tax years and for 2002 an beyond. A motion was made, seconded and so VOTED to put an undesignated C.D. into a money market account and to liquidate a wharf C.D. and put it into the general fund checking account. President Vlodek made an overview of the new structure of the Treasury. He also said the Parks Committee will need to cut back on some expenditures this year. John Lightner reported the newsletter should be mailed this coming week. Speaking for the Safety Committee, Judy Rohweder said the police officer was on duty the night of the senior prom. He also has a radar gun, which will be used to catch the speeders. Judy also reported we will be having the same lifeguard as last year. It was VOTED to increase his pay to $9.00 an hour. A lifeguard is still needed for the weekends. The “No Right Turn” sign at the corner of Broadway and Maple Streets will be moved nearer the corner for better visibility. Flowers will be put in the barrels by the basketball court to hopefully help players to be more careful about going into the road. Overseer Ben Block reported he is making progress with the archives. President Vlodek reported the insurance rates were received. These will be sent to MMA for review. Matters regarding the zoning ordinance are on hold at this time. A motion was made, seconded and so VOTED to accept the recommendations of our attorney to proceed with her actions regarding the park issue.
