Minutes of NVC Meeting of July 15, 2001 The
Board of Overseers of the Northport Village Corporation met on Sunday, July 15,
2001 at 10:00 a.m. in the Bayside Community Hall. Present were Overseers Allen, Block, Doucette, Handler,
Lightner, Rohweder and Whitten, Treasurer Stein, V.A. Paige, Attorney Judy
Metcalf, President Vlodek, Clerk Tardif, Jane Phillips for the Parks, Dick
Tardif for Community Hall, Ed Holley for the Nominating Committee and eight
Village residents. The
minutes of the 6/24/01 meeting were approved as amended. There
was no Treasurer’s report. President
Vlodek reported on the July 12, 2001 Selectpersons Meeting for the Town of
Northport. He said there will be a
Special Town Meeting on Monday, August 13, 2001 at 7:30 p.m. regarding the
Harbor Ordinance, replenishing the contingency fund due to the forest fire and
Priest Hill Road fire, cemetery fence funding and funding for Bog Road
reconstruction. Attorney
Metcalf reported that Lee Woodward had forwarded the deeds resolving the
boundary line issues between the Village and the Von Bergens.
The deed for the Village was signed by the Overseers.
Attorney Metcalf reported that Lee Woodward reported John Von Bergen will
be signing his deed shortly. Vlodek
said there was discussion on the Bayside Infrastructure project.
Total cost will be $150,000 to the town with $20,000 being spent by this
year’s end. Construction will
begin Spring 2002. Also discussed
was property re-evaluation and transfer station and recycling problems.
It was reported Bayside Road speed signs will be lowered to 25 mph from
the current 40 mph. Also DOT will
be contacted for installing a blinking yellow light in front of the Blue Goose. President
Vlodek reported on a letter received from the Duggans regarding the work done on
the banking of their property by Ken Wescott. A letter will be sent to Mr. Wescott from our attorney about
his cutting bamboo outside the areas the Board of Overseers authorized he could
cut. He will also be reminded he
must secure permission from Frank Terrio regarding the work he has been
authorized to do. There
was a long discussion about the Shaver/Webster situation.
At this point the Village will not get involved. The
sewer problem at the Crowleys’ has been taken care of. It
was announced that the Pingree Trust had proposed the conveyance of a strip of
land to the Village. The Board of
Overseers gratefully accepts this gift. Attorney
Metcalf reported Lee Woodward would be completing the paperwork.
There
has been no word from the Eldridges on a release of liability.
A motion was made, seconded and so VOTED
to have a letter from the Board of Overseers sent to the Eldridges.
Attorney Metcalf will draft the wording. Village
agent Paige reported garbage pick-up has been going along okay.
Ramps on the wharf are reported slippery at times.
It was suggested because ramps are new, people will need to adjust to
them. A motion was made, seconded
and so VOTED to give the people another month to adjust to the new ramps
before any action is taken. Paige
reported no bids have been received as yet for plowing the roads this coming
winter. Also, the Board suggested
Paige fill the holes in the road at the top of Clinton St. and George Street
with gravel. It
was reported the sailboat in Ruggles Park will be put in the water soon.
Also, the emergency mooring is in the water. Overseer
Peter Allen reported on the July 10, 2001 Water Committee meeting for John
Fancy. It was decided at this
meeting past due bills one year and over not paid by residents will not have
their water turned on next spring until the unpaid balance has been received.
It was noted that liens can be put on properties of non-payers. Overseer
Dan Doucette of the Finance Committee reviewed the draft of the proposed budget
for the coming year with the Board. This
budget was discussed at length. A
motion was made, seconded and so VOTED to adopt a budget of $110,000 to
be presented at the Annual Meeting. A
motion was made, seconded, and so VOTED to change the $20,000 to $50,000
of letter (B) under item #7 Financial Matters of the proposed budget. Ed
Holley reported for the Nominating Committee. He said there will be a “Meet
the Candidates” time Sunday, August 12, 2001 from 11:00 – 12:00 a.m. after
the Board of Overseers meeting. This
will be held in Community Hall. Reporting
for the Parks Committee, Jane Phillips reported all trees in all parks will be
inspected at a price of $1,685.00. A
motion was made, seconded and so VOTED to plant a green ash tree at the
basketball park to replace the tree that is there which has been damaged and
killed by vandals. Overseer
John Lightner reported the dinghy regulations have been posted on the bulletin
board by the dock. The wharf
regulations will be included when completed. Overseer
Judy Rohweder speaking for the Safety Committee introduced Ed Williams who is
joining Judy on this committee. A
motion was made, seconded and so VOTED to allow Lisa Webster to plant
flowers in the barrels by the basketball court. Judy reported Police Officer Sal DeMeo has been doing an
excellent job. New
business: Overseer Allen asked that
a mail slot be put in the village office door for drop-offs; it was also
requested that there be a 15 minute period before each meeting for Overseers to
look over warrants. These were so VOTED. |
