of NVC Special Meeting of August
18, 2002 At
noon on August 18, 2002, President Ken Vlodek called to order in the Community
Hall a special meeting of the Board of Overseers with Overseers Smith, Lightner,
Whitten, Trenholm, Doucette, O'Malia, and Rohweder present. Also attending were
Dave Crofoot and Judy Metcalf. One
purpose of the meeting was to fill two vacancies on the Zoning Board of Appeals.
The present Board of Appeals members are Martha Borgenson, Freddie Lincoln,
Lindsay Huntoon, and Chairman Sid Block. It was moved and seconded to renew the
appointments of the existing Board of Appeals, except where there are known
vacancies, and to fill the vacancies with Martha Block and Sue Ellen Fleming, to
serve consistent with the terms set forth in the Zoning Ordinance.
So voted. Ellie
Lagner will work with Sid Block to advertise for the vacant position of Code
Enforcement Officer for the Village. In the meantime, all applications for
building permits will be handled like appeals and presented to the Zoning Board
of Appeals for consideration and approval. John
Lightner moved, Matt O'Malia seconded, and it was Voted to approve a contribution of $100 per month to be paid into a
fund set up for Al Keith. Developments
on the issue discussed at the August 11 meeting concerning insurance coverage
for Paige's family members who have been helping to pick up the garbage were
next brought before the Board. A letter from the Maine Municipal Association
recommends that Paul Paige submit in writing a statement that he is aware that
he is a volunteer and not covered by Workers' Compensation. (Volunteers,
however, are covered by the Village's liability insurance.) Also recommended is
a request that Paul fill out an Independent Contractor form to see if the state
would determine him an Independent Contractor. Bill should give the Board proof
of insurance on his trucks that he uses for garbage pick-up. Dan
Doucette moved that the president be authorized to present the Maine Municipal
Association's letter to Bill Paige, and until a proper response is returned, any
non-employee is not to engage in any Village business. Voted. On
Saturday, August 24, at 9:00 AM, Bill Haverty and Gordon Fuller will spearhead a
clean-up session of the cradle yard. John Lightner moved, and Dan seconded a
motion to donate $75.00 to this effort. Voted. The
meeting was adjourned at 12:34 PM. Respectfully
