Minutes of NVC Meeting of December 13, 2003

 

On December 13, 2003 , at 2:00 PM , President Jo Huntoon convened the meeting of the Northport Village Corporation Board of Overseers in the Community Hall meeting room. Joining the president were Overseers Brockway, Allen, Metcalf, Spollett, Robbins, Hanrahan, Treasurer Doucette, and Clerk Lagner.

 

The meeting included a public informational meeting about the sewer user fee increase.

 

John Fancy gave an update on construction projects Phase I and II. Contractors will conclude fall work in a week, with some finish-up work to be done in the spring. Several problem areas were pointed out. Valves have been paved over that must be opened; also some are too high for the snow plow to clear.

 

The vote taken previously about Paige’s snow plowing for the Village was in error. To correct this misconception, Metcalf moved, seconded by Hanrahan, that we accept the proposal from Bill Paige to plow and sand for the winter season 2003-2004 in exchange for the plow we purchased for him. Voted. Metcalf then moved, seconded by Robbins, that the Board not make a decision as to the contract for the winter of 2004-2005 until next year. Voted.

 

The minutes for November 16, 2003 , were approved as amended.

 

No treasurer’s report was presented.

 

The Utility Committee spokesman Dick Brockway reported that they are talking with some seniors from the University of Maine about possible alternative solutions to the Village wastewater treatment. The next meeting of the Utility Committee will be January 16 at 2:30 PM .

 

A letter from Ken Westcott concerning the paving of Park Row was read to the Board.

 

A discussion followed about the minutes of the Board meetings.

 

The “work pending” list was reviewed, and many items removed as having been completed.

 

The Zoning Board of Appeals has sent their determination of action taken on Village zoning matters. These will be given to John Loyd. The Zoning Board of Appeals will be making suggestions for changes in NVC zoning regulations.

 

Lagner suggested that Board members be thinking about what should be included in the Village Annual Report which covers the year 2003. This can be started now. Robbins requested that last year’s addendum reports, which covered January through June, be e-mailed to Board members.
