Minutes
of NVC Meeting of February 22, 2004
The meeting was called to order by President Huntoon. Attending the meeting were Overseers Hanrahan, Crofoot, Metcalf, Allen, Robbins, Treasurer Doucette, and John Fancy. Toni Mailloux from The Waldo Indepent was present at the meeting. Several Village residents were also present. In the absence of the Clerk, Lindsay Huntoon was appointed to record the minutes. The minutes from the previous meeting were accepted as presented. Doucette presented the Treasurer’s report. Warrants were then circulated for signature. It was moved, seconded, and VOTED to access the sewer account to pay Warrant #2 (which covers Phase 3 expenses) in the amount of $3,825.79. These funds will be reimbursed from the new Phase 3 checking account once the Corporate Resolution has been signed. John Fancy presented the financial statements for the water and sewer accounts. John Fancy announced that 30-day lien notices will be sent out for unpaid sewer bills. John Fancy indicated that he met with the DEP in January to discuss funding sources for Phase III. He also stated that Rural Development feels we are no longer eligible for grant money because our median income exceeds their limit. It was then Moved, Seconded and VOTED to allocate $2000 from the sewer account to have Maine Rural Water do an income survey for year-round sewer users to determine the actual median income. The survey is to be completed within 6 weeks. It was then Moved, Seconded and VOTED to contract with Woodward and Curran for flow monitoring at a cost not to exceed $5,000. The Overseers then reviewed the loan documentation for the March 17 closing on the $242,000 bond and the $440,000 bond. The six motions which were seconded and VOTED are attached as Exhibit “A” and Exhibit “B”. Overseer Metcalf recused herself from Motion #5 on each bond. Visitor concerns were then discussed. David Crofoot presented the minutes from the most recent meeting of the Utilities Committee. Peter Allen presented additional information on an official NVC website (through govoffice.com), and indicated that Judy Rohweder has volunteered to administer and maintain the site. It was Moved, Seconded and VOTED to authorize Peter to make arrangements with govoffice.com to establish the web site (at a cost not to exceed $300 for set-up and $30 per month). It was also decided that the official site should also contain a link to Dan Webster’s baysidemaine.com site. Treasurer Doucette then discussed the need for a motion to retain an auditor for both Water and Sewer and General Government. It was Moved, Seconded and VOTED, to retain the services of Malcolm Horton to perform the audit for the water and sewer accounts, and to seek the service of another auditor for the General Government audit.
