Board of Overseers: Special Meeting

June 27, 2004

On June 27, 2004 , at 9:30 AM , President Huntoon convened a special meeting of the NVC Board of Overseers in the meeting room of the Community Hall. Present were Spollett, Brockway, Crofoot, Allen, Metcalf, Robbins, Treasurer Doucette, and Clerk Lagner. Hanrahan joined the group later.

Allen reported that Officer DeMeo has purchased a radio, which he had installed in the police car. Allen moved, seconded by Robbins, that we reimburse Sal DeMeo for the $50.00 that he laid out for the installation of the radio. Voted.

Budget

The January 1, 2005 , budget was finalized, for approval at the Annual Meeting in August. Doucette prepared two separate suggested budgets, a "maintenance budget" and an alternate budget (2005-B) which would set up a reserve account to set aside money for expenses occurring during the planning stages of the future sewer treatment facility. Several points should be noted:

- The Selectmen of the Town should be informed that the request for money from the Town may be increased from the last-budgeted $25,000 to $27,500.

- The Community Hall will need the other side of the roof reshingled next year, and the pump house conversion to a garage will cost some money. Thus the buildings/utilities line item reflects these projections. It was decided to break down the buildings/utilities line item, since money spent on buildings is more of a capital investment, while utilities covers running expenses.

- It was suggested that new, separate line items be created for each infrastructure phase. For example, the first payment of $9300 on Phase I loans is due this year, and should be clearly noted.

- It was suggested that at the end of the year, the Overseers set up a special account to hold any money left in the wharf/float line item, thus establishing a reserve account for repair/replacement costs.

A lengthy discussion followed and adjustments made to the budget as presented. Metcalf moved, seconded by Brockway, that the budget which has been characterized as 2005-B as adjusted through the conversations today be presented to voters at the Annual Meeting. Voted.

Warrant/Annual Report

- Articles for the August 10, 2004 Annual Meeting Warrant were discussed and finalized. (See warrant)

- Crofoot moved, seconded by Robbins, that the annual report be dedicated to the large number of volunteer workers who finished the meeting room and lower level of the Community Hall. Voted.

Miscellaneous

The next meeting of the Overseers is July 11, 2004 , at 9:30 AM . The public hearing for the Utilities Department Ordinance will take place at 12:00 noon .

Crofoot reported that there have been problems caused by the software program used with the water/sewer bills. The bills which have hand-written figures on them are the correct ones for now. These are based on an estimated amount of water rather than a metered amount.

The new office hours are Tuesday and Thursdays.

Phillips reported that a state expert has been contacted about the erosion problems in Auditorium Park . We also have permission to cut the bamboo 3'. Trees will be mulched by the garden club members. They are looking for help to remove the braces around the young saplings. Robbins will go over the problems with Phillips.

The meeting was adjourned at 11:20 AM .
