Overseers Meeting

March 11, 2007

 

Present: President Josiah Huntoon; Overseers Peter Allen, Margaret Brockway, Linda Houghton, Rick Melone, Judy Metcalf, Judy Rohweder, Village Agent Bill Paige, Office Manager Paul Bartels, Dick Brockway, David Crofoot.

 

Meeting called to order at 9:00 AM.  President Huntoon announced that there would be an Executive Session immediately.  Session ended at 9:15. Action taken: unanimous: approved: raise for Bill Paige in budget shall be effected by Julian retroactive to January 1, 2007.

 

Minutes for February 2007 meeting: Allen motion to approve; Metcalf seconded – VOTED.

 

Warrants were circulated for approval and signatures.

 

Village Agent

 

Sea wall construction: Discussed whether to use wood timbers or concrete. Prock’s proposal deemed expensive. Bill Paige will try to get cost of implementing in stages and possibly get another bid from other contractors.  Could cover with concrete after wood construction.

 

Bill Paige expressed a concern about the low level at the Reservoir. He will look for possible leaks.

 

Visitor’s Concerns

 

None Voiced.

 

Communications

 

The letter has been sent to the Town of Northport for the new boat float cost. A letter has been sent to also address fires. 

 

Public Access document has been posted on Dan Webster’s web site.  Boat float picture has also been posted on the web site. 

 

Facilities

 

Nothing to report.

 

Finance

 

Nothing to report in Bill Cressey’s absence.

 

Safety

 

Peter Allen expressed concern about competition with City of Belfast for recruiting Life Guards.  We may have to publish an advertisement as the City has already done.

 

Utilities

 

No licensed exceptions for last month; finally scheduled a date in April for the Berry Company to come and video the sewer lines.

 

Billing for last trimester is complete, no shutoffs executed.  Bills have been paid except for a few customers that are turned off for the winter. These people will NOT be turned on until they reconcile their account.

 

New Business

 

Lee and Linda Houghton application for a new sewer connection which was approved by the Utilities Committee: Judy Metcalf motioned that the Board approve the Sewer application dated November 16, 2006 that was approved by the Utilities Committee, Jo Huntoon seconded – VOTED.  Linda Houghton recused.

 

March 5 letter from Town questioning the Town’s $25,000 contribution to the Village:  Jo Huntoon will respond to the Town with a letter that points out all the benefits the Town reaps because of Village spending and especially point out the precedent that has been set for many years. The letter requesting the money from their Annual Warrant will also be sent.  Overseer Rick Malone will attend the Town Selectman meeting on March 19th as requested.

 

Old Business

 

Marge Brockway raised a concern about lack of communication with the town fire chief and the hydrant pressure and dry hydrant issues.  It was determined that the latter two issues had to wait until the low level at the fire pond is resolved.

 

Old boat float: Memorial bonfire still sounds good.  Bill Paige will find out about disposing of the non-wood pieces.

 

Judy Metcalf motioned to adjourn, Peter Allen seconded. - VOTED
