Overseers Meeting

May 13, 2007  

Present: President Josiah Huntoon; Overseers Peter Allen, Margaret Brockway, Bill Cressey, Linda Houghton,  Judy Metcalf, Rick Melone, Judy Rohweder; Treasurer Julian Sheffield; Village Agent Bill Paige; Tree Warden Jane Philips; Office Manager Paul Bartels; Residents Dick Brockway, Elaine Smith, Shirley Rand.

Meeting called to order at 9:00 AM. by President Jo Huntoon.

Minutes for April 2007 meeting: Metcalf motion to approve; Allen seconded – VOTED.

Emailed Minutes for Special May 4th Meeting: Metcalf motion to approve; Cressey seconded – VOTED.

Warrants were circulated for approval and signatures.

Village Agent

Bill Paige noticed some mold in the Library. Marge Brockway suggested talking to Betty Wilson and have her take action on it.

Bill Paige will proceed with the installation of a dry hydrant.

Causeway repairs will begin tomorrow.

New Boat Float will be in the water by Memorial day weekend.

Bill Paige estimated that clean-up of gravel around the village to be $200 - $300. He was told to go ahead and get somebody to do it.

Financials

Julian Sheffield reported that the Town will contribute $4,000 for the wharf repairs.  The Town also approved the $25,000 for NVC at their annual meeting.

Discussion on how to read and interpret the Financial Reports and how to distribute money.

Payroll: Receiving more meaningful reports. Would like to continue to consult with Bangor Savings about integrating other payroll services.  Will report at the next meeting.  Judy Metcalf motioned to table further discussion until the next meeting; Bill Cressey seconded – VOTED.

Discussion on residuals from 2006 Budget.  Jo Huntoon said that could be used to obtain financing for the wharf construction.  Will have a work session on Memorial Day weekend to discuss in detail. 

A Budget worksheet was distributed to the Overseers for their use by Julian Sheffield.

Communications

Revision to the By-Laws draft was presented to the Board by Judy Metcalf.  Detailed  discussions will be made in a work session on Memorial weekend.

Facilities

Nothing reported.

Safety

Peter Allen has a candidate for lifeguard.  Judy Rohweder moved to offer the job; Bill Cressey seconded – VOTED.

A motion to raise the lifeguard hourly pay from $10.00 to $10.50 per hour was motioned by Peter Allen and seconded by Judy Metcalf – VOTED.

Police Car: The police car needs a lot of work.  Judy Rohweder has located a suitable replacement for the job.  Asking price $3,800.

Judy Metcalf moved to offer up to $3,800 if the car checks out with a mechanic; seconded by Bill Cressey – VOTED.

Surface Runoff

Bill Cressey reported a tentative date to meet with Al Hodson and go over street clean-up and next coat for roads.  He will also have Al check out possibility of a swale on Bay Street with a drain pipe at the bottom of Bay Street .

Need to evaluate Maple Street runoff.

Will communicate with residents on Bay Street about runoff problems.

Need to revisit Griffin , Clinton and North Ave.

Gravel on Main Street not resolved yet.

Bill recommends cleaning up swale on Bay Street .  Judy Metcalf motioned approval for cleanup; seconded by Bill Cressey – VOTED.

Tree Warden

Jane Phillips reported no damage from the last Nor’easter we had. She also had a suggestion for a source in helping clean-up.  There is an organization in Belfast that could be used for occasional work. Very cost effective.

Utilities

Utility bills were mailed Saturday with the three inserts.

New Business

FEMA: A claim has been filed with FEMA for the storm damages by Bill Paige.  Rick Melone will be assisting Bill with any future communications he may need.  Bill said they will inspect and find fault with everything.

Road Maintenance with Town: Need to talk to Town about amendments they want to see on the road maintenance agreement.  Ed Moran is no longer there, need to find out whom to talk to. Bill Cressey will pursue.

Annual Report: Judy Metcalf suggested the Dedication be to the Northport Fire Department and members of the community that risked life and limb.
