Overseers Meeting

April 13, 2008

 

Present: President Josiah Huntoon; Treasurer Julian Sheffield; Overseers Peter Allen, Linda Houghton, Judy Rohweder, Bill Cressey, Rick Melone; Village Agent Bill Paige; Village Clerk Maureen Einstein; Office Manager Paul Bartels; Tree Warden Jane Phillips; Utilities Chairman David Crofoot; NYC Commodore Jim Facey.

 

Meeting called to order at 9:00 AM by President Huntoon.

 

Minutes - Peter Allen moved to accept the minutes for March 9, 2008, seconded by Linda Houghton – Voted All in Favor.

 

Financials –

Warrants were circulated for approval.

 

Treasurer Julian Sheffield reported on the new Banking procedures and financial status of NVC. She also made recommendations for upcoming Budget procedures. 

No action taken.

 

Judy Metcalf reported that the original $200,000 approved at the August 14, 2007 Annual Meeting for Sewer I & I work, has been substantially reduced to $100,000 by competitive bidding and Engineering enhancements.

 

The Utility Committee recommended accepting the bids from Ted Berry and Dean Brown to do the work.  A document was circulated for the Overseer’s signed approval.

 

Village Agent

Bill Paige reported that Spring cleanup needs to be done and questioned where to charge the expense.  Jo Huntoon said just get it done and put it where you think it belongs.

 

Bill received a quote for the swim float ladders.  Judy Metcalf motioned that the original purchase order be amended for the purchase of the ladders, not to exceed $500, Bill Cressey Seconded – Motion Carried.

 

Bill Paige advised the Overseers that he will have to charge $25 more for this year’s mowing, bringing it up to $400 per mowing.  Judy Metcalf moved to increase the cost of mowing to $400, seconded by Linda Houghton – Motion Carried.

 

Visitor’s Concerns

Jim Facey addressed the Overseers to get permission to modify the deck of the NYC clubhouse.  Judy Metcalf motioned to permit NYC to modify the deck as proposed, Jo Huntoon seconded – Motion Carried.

 

Lincolnville Band is requesting NVC support again this year.  Bill Cressey motioned that NVC donate $200, seconded by Judy Rohweder – Motion Carried.

 

A complaint by resident Betty Wilson about “dog poop” will be addressed by Communications Committee Chair Judy Metcalf.

 

Judy Metcalf investigated the Village property vs Rosenblum property and discovered that NVC owns 20 feet not 26 feet of shoreline property next to his.  The details are spelled out in a letter to the Rosenblums.  Bill Cressey motioned that NVC pay the Rosenblums $5,000 for the construction of the sea wall on Village property, seconded by Judy Rohweder – Motion Carried.

 

Facilities

No Report.

 

Communications –

Judy Metcalf is preparing a press release for the Shore and Harbor Planning Grant that NVC received.

 

Safety –

Peter Allen reported that the Lifeguard will begin work Friday before July 4th.

 

Judy Rohweder and Peter Allen would like to increase the salary and expenses for the Police officers.  Judy Metcalf motioned that the police officers salary be increased to $15 per hour, seconded by Judy Rohweder – Motion Carried. 

 

Surface Runoff –

No firm dates set yet for new work, will coordinate work on North and Clinton with Utility Department.

 

Town Liaison –

No report.

 

Utilities –

Nothing additional to report.

Judy Metcalf moved to adjourn, seconded by Bill Cressey – Voted All in Favor.
