Public Hearing with Regard to Utility Ordinance for Creation of Utility Department
July 11, 2004 at the Community Hall in Bayside
The meeting was opened and chaired by David Crofoot (utility committee chair/overseer). John Fancy, utility superintendent, was available throughout for questions. The meeting was attended by 13 members of the general public. In addition, utility committee members and overseers, Mike Robbins (overseer), Judy Metcalf (overseer/utility committee member); Peter Spollet (overseer/utility committee member); Dick Brockway (utility committee member); Sue Ellyn Fleming (utility committee member); Mary Hanrahan (overseer); Peter Allen (overseer); and Marge Brockway (overseer) attended. Questions were raised by Tim Samway; Dan Webster; George Reid; and Jim Coughlin. The public was advised that no assets of the village need to be transferred or conveyed. The owner of the utility assets will continue to be the Village. The overseers will continue to have all final decision on policy matters for the utilities. The geographic boundaries of the service continue as the geographic boundaries of the village. The trustees appointed by the Overseers will have staggered terms. Grammatical suggestions were raised and adopted. In addition to formalizing the committee structure into a department of the village, the rules and regulations of the sewer department will be codified as a result of this ordinance. No
further comment being made by the attendees, the public hearing was closed at The ordinance is on the warrant for adoption by a yes or no vote.
