Village Corporation Utilities
Committee March 10, 2006 Minutes Present were: Chairman David Crofoot, Superintendent Dick McElhaney, Jane Strauss, Peter Spollett and Judy Metcalf by telephone, and Karen Hoedtke. Also attending were Dick and Margaret Brockway, Richard MacKinnon, Ed Williams and Ned Lightner. Metcalf
moved and Spollett seconded that the minutes of the last meeting be approved. Voted. Superintendent’s
Report:
Sewer Department:
January Monitoring Data: There were no license exceptions during
January. Flow averaged 62,000 gpd; the high day was January 14th at
210,000 gpd when 1.2” of rain fell. TSS and BOD were well within normal
limits.
Recalibration of Flow Meter: Moore Septic pumped down the settling
tanks so that Stultz Electric could confirm and recalibrate the flow meter to
correct the 1.1” zero offset error which McElhaney had discovered with the
Village’s dipstick. Because of the error in the flow meter, the reported
excesses for January and February probably were, in fact, not real.
TV Camera Inspection Quotations of Selected Sewer Lines: Ted
Berry, Inc. will inspect manholes March 28th to refine their quote
for inspecting sewer lines on
pH meter: A new pH meter is needed to replace the current one
which is not functioning properly. A 420-A Orion that is DEP and QA/QC approved
will cost around $500 - $600.
Water Department:
January Operating Data: Water consumption during January averaged
12,625 gpd compared to 11,829 for the same time last year; the high day was the
25th at 13,228. Sargent
& Sargent Payment:
$5,000 was held back from the final payment to Sargent & Sargent to ensure
that all items on the punch list had been satisfactorily completed. This
outstanding debt should be paid with the funds coming from the Phase II savings
account. Overall
Policy on New Sewer Connections:
Crofoot moved and Metcalf seconded to empower McElhaney to communicate
with the DEP/EPA regarding their attitude toward new connections to our system,
what constitutes an expansion, and what limitations on expansion are imposed by
the 301-H Waiver. Voted, 4 – 0. Revision of
Utility Ordinance:
No
discussion until the reply from the DEP/EPA noted above is received. Office
Report:
There were 23 shut-off notices mailed. There was one shut-off but the bill was
paid the same day and the water turned back on; there are 13 seasonal customers
