Minutes

 

Present: Chairman David Crofoot, Jim Coughlin, Jane Strauss; by telephone, Judy Metcalf, Peter Spollett, Dick Brockway; also attending were Bill Paige and Karen Hoedtke.

 

Superintendent’s Report:

 

         Sewer Department:

 

               February Monitoring Data: There was a reported license violation for flow during February with an average of 66,000 gpd, even though the corrected flow (after the recalibration of the flow meter) of 27,700 gpd was well below the flow limit. February 5th was the high day at 329,000 gpd when 2.1” of rain fell. Precipitation for the month totaled 4.91”.

 

               Recalibration of Flow Meter:  Moore Septic pumped down the settling tanks and Stultz Electric recalibrated the flow meter on March 10th. The suspected 1” error in the zero setting was confirmed by Stultz and corrected. Daily flow since the calibration is much lower and corroborates Dick Brockway’s projections.

 

               Shoreline Treatment Train Leak: During the pump-out, a 1-2 gal/minute overflow was noted from the unused 3rd train of tanks; after a salinity and conductivity evaluation, it was determined that the source was from groundwater, not sea water. Plugs have been ordered and will be placed at each end of the tank to wipe out this source of infiltration. While 1 – 2 gpm of groundwater does not sound like much, it actually would amount to 1440 – 2880 gpd.

 

               New 60° Weir Overlay: A stainless steel weir overlay has been constructed ($42, the cost of labor) to further improve the precision and accuracy of the flow measuring system – the smaller the angle the better the accuracy. The new weir will be clamped to the inside of the existing 90° weir when the tanks are pumped in May.

 

               TV Camera Inspection Quotations: Ted Berry, Inc. inspected manholes on March 27th to refine their price quotes for inspecting and TV camera assessment of the sewer lines on Shore Road , Cobe Road , Clinton Avenue, Merrithew Square and North Street ; the original estimate was over $12,000. The new quote of $4,275 includes extra flushing on Shore Road from the Kelly Cove connection to the pump station and possible smoke testing of Cobe Road .

 

Metcalf moved, Coughlin seconded to authorize the expenditure of $4,275 to Ted Berry, Inc. for the TV inspection. Voted 5-0.

 

               pH Meter: McElhaney has borrowed a pH meter from Augusta Tissue. A new probe may be needed and the meter inspected by QC Services to satisfy DEP.

 

               Outfall Inspection: Our consent agreement requires that NVC have the outfall inspected each year by May 15th until the outfall is replaced. Divers will be contacted for this inspection; to check for leaks, dye will be injected into the dechlorination manhole upstream of the outfall.

 

               DEP Inquiry on New Sewer Connections: DEP has been asked to review the conditions under which the EPA 301(h) waiver and the consent agreement were negotiated as they relate to expanding and/or extending the sewer lines for new connections. No response has been received to date.

 

         Shore Road Pump Station Upgrade: Not in the Superintendent’s report, but it should be noted that Stevens Electric installed the new rail guides at the pump station on March 29th at a cost of $3,932.72 plus the $337.50 charged by Moore’s Septic.

 

         Water Department

 

               February Operating Data: Water consumption averaged 12,360 gpd compared to 11,628 for the same period last year. February 22nd was the high day at 14,851 gals. Chlorine residuals averaged .12 ppm; peak flow averaged 33 gpm; test results were negative for coliform.

        

         Installation of Meters: Paige reported that meter installation has begun and, with his son Bill’s help, there shouldn’t be any problems.
