Minutes

 

Present:  Chairman David Crofoot, Jane Strauss, Superintendent Dick McElhaney, Peter Spollett (by telephone), Secretary Karen Hoedtke

 

Spollett moved and Strauss seconded that the minutes of the last meeting be accepted. Voted.

 

Superintendent’s Report:

 

      Sewer Department

 

            April Monitoring Data: The NVC was in full compliance during April. Flow averaged 14,700 gpd with a maximum of 37,700 on April 6th and a minimum of 5,400 on April 28th. BOD averaged 3 lbs/day (with a limit of 106.7 lbs/day) and TSS averaged 1 lb/day (with a limit of 76.2 lbs/day). Precipitation during April totaled 1.97”, roughly half of normal.

 

            Shoreline Treatment Tank Leak: Rising groundwater tables and heavy rains in May caused clean water to back up in treatment train 3 and flow into the other two trains. The influent pipe of train 3 has now been plugged in addition to the effluent plug that was already in place.

 

            Treatment Plant Emergency Back-up Power: A transfer switch was installed at the treatment plant to enable the Department to hook up a generator to provide emergency power to operate the chlorination/dechlorination system during the swimming season should a power outage occur.  The generator will be stored in the Shore Road pump building.  An alarm will flash if power is interrupted for more than five minutes.  A sign will give an emergency phone number to call if the alarm flashes.

 

            60 degree V-Notch Weir: The 60° V-notch weir was installed in the effluent weir box and the flow meter reprogrammed accordingly. The reduced angle will provide more accuracy in flow measurement and will better minimize measurement errors. As more I&I is removed, the goal is to reduce this to a 30° weir.

 

            Sludge Removal: Moore Septic pumped out the septic tanks on May 23rd. It was noted that there was more sand and gravel in the headworks this spring which further confirms the presence of I&I leaking into underground sewer lines, most likely the result of a wet fall. Smoke testing last fall confirmed that there are no storm drains connected to the sewer.

 

            New Impellers: New impellers were installed in both submersible pumps at the Shore Road Pump Station.  The pumping rates were determined which are 93.8 gpm and 90.8 gpm for No. 1 and No. 2 pumps respectively. The repair of back leaks should allow us to accurately estimate flows from this zone based on recorded pump run times.  This will provide useful information on the amount of flow from area 3 of the Village.

 

            Consent Agreement/Interim Funding Report: Interim Funding Report #6 was submitted to the DEP fulfilling the semi-annual requirement of reporting the Village’s funding efforts. There is no grant money available this year.  The earliest that state grant money might become available is November 2007. A report also has been sent to the state on the outfall inspection.

 

      Water Department

 

            April Operating Data: Water consumption averaged 18,994 gpd compared to 12,769 gpd for the same period last year. April 2nd was high at 37,781 gallons.   This leads us to suspect  there are water leaks with the reconnection of seasonal houses.  A faucet was accidentally left on in a north shore cottage. There appears to be a 4 – 5 gpm leak in the system which has yet to be found.

 

Chlorine residuals averaged .15 ppm; daily peak flow averaged 41 gpm; test results for coliform were negative.

 

            2005 Consumer Confidence Report: The annual report is due out by July 1st. The deadline will be met and the Department will so certify to the State of Maine DWP .

 

      Review of Utility Ordinance: Strauss and Spollett reported on the proposed revisions to date. The members of the committee have been asked to further review the sewer section and to send hard copies of corrections, etc. to Hoedtke at the Village office by June 11th. She will incorporate all changes in one document for submission to the committee members.  It is our desire to be able to complete revisions to the Ordinance before the end of June to allow them to be presented to the NVC citizens at a public hearing and to be voted on at the annual meeting.

 

      Lightner Application: Crofoot moved, Spollett seconded to recommend to the Board of Overseers that the Lightner application for sewer connection be approved under the following conditions: That a single gravity flow connection serving all houses on the property including the new bunkhouse be plumbed into the sewer system and that the existing connection be terminated. Voted.

 

      Spollett moved and Strauss seconded to adjourn at 3:45.
