UTILITIES DEPARTMENT MINUTES

October 5, 2007

 

Public Hearing Meeting called to order at 2:00 PM by Chairman David Crofoot.

 

Present: Chairman David Crofoot, Committee Members: Linda Houghton, Jane Strauss, Judy Metcalf (VIA Phone), Judy Rohweder, Superintendent Dick McElhaney, Consultant Dick Brockway, Overseer Marge Brockway, and Office Manager Paul Bartels.

 

The Public Hearing opened with Dick McElhaney explaining need for Sewer improvements. McElhaney further explained several options for receiving and paying for the loan.

 

The meeting was opened for Public Questions or Concerns. There were no comments from the public.

 

The Public Hearing was closed at 2:20 PM and the regular Utilities meeting was opened by Chairman Crofoot.

 

Minutes of the previous meeting were approved. (Vote unanimous)

 

Superintendent’s Report

 

Sewer Department

 

August 2007 Effluent Monitoring Data

 

During the month of August there were no license exceptions to the NVC discharge permit.

 

Flow averaged 16,168 gpd compared to 16,100 gpd for August of 2006. Precip totaled 4.37 inches compared to 2.36 inches in August of 2006.

 

TSS averaged 4 lbs/day (33 mg/l). BOD averaged 22 lbs/day (178mg/l).

 

September Snapshot

 

It is anticipated the Department will be in full compliance for September 2007 as well. Flow will average about 10,000 gpd. Rainfall was 3.97 inches in August.

 

Scheduled Sewer Repair Work

 

Work to repair the sewer collection system deficiencies discovered in last spring’s sewer video inspections and approved at last month’s committee meeting began on Monday, October 1st. The Oak Street project to replace a 20 ft section of 4-inch asbestos pipe was postponed until next year in order to stay within budget and to unable the Department to cover the unanticipated cost of rehabilitating the two manhole covers schedule to be replaced. All other work will be completed as planned with the completion of some work going beyond this Friday. The abutting landowners to the sewer projects have been very cooperative, especially Harry Rosenblum and the Einsteins, whose properties took the majority of the disruption and excavation. This made the Department’s and the construction crews lives that much better and all crews by way of this report wish to thank them and the remainder of those property owners whose lives and property were affected.

 

Dirigo Engineering

 

The NVC has received a preliminary proposal for doing the engineering and design work for the sewer replacement projects on middle Clinton Ave and North Street . However, the proposal did not include a total cost estimate to include construction and other contingencies. Larry Morin, Dirigo has advised a revised estimate is forthcoming. This number is needed so the Department will know how much loan money it will need to complete the two projects. It presently appears that a temporary construction loan through the DEP State Revolving Loan Fund will offer the NVC the better terms and conditions over a conventional bank.

 

Dirigo has come in with cost estimates McElhaney considers too high.   He will get estimates from other contractors and Bill Paige.  Crofoot cautioned about being OSHA compliant and have cave-in protection and erosion control.  Crofoot also reminded Dick about getting the homeowners to upgrade their Sewer lines to their house where needed.

 

Judy Metcalf brought an odor problem in back of Fleta Metcalf’s house to the attention of the board.  Dick McElhaney and Bill Paige will investigate to find the source and what will need to be done to fix it.

 

Judy Metcalf briefly discussed Sewer Liens and said she will get together with Paul Bartels to discuss how we will proceed.

 

Water Department

 

August Operating Data

 

Water consumption in August averaged 40,279 GPD compared to 43,794 gpd in August of 2006. The average weekly chlorine residual in the drinking water was .1 ppm compared to the recommended level of less than .2 ppm. The lone monthly coliform test result was negative.

 

Belfast Vault Water Meter

 

The 4-inch main water meter at the Belfast vault will be pulled in November so the Bangor Water District can check its accuracy and calibrate as is necessary. The Belfast Water District through the 2005 amendments to the Interlocal Agreement requires the NVC to calibrate the meter every two years.

 

Old Business

 

Billing:  Bartels reported that the Utility Bills were mailed on September 15th and that approximately 40 % have paid. 

 

New Business

 

Sewer Applications:

O’Keefe Sewer application was approved.

Robbins Sewer application was approved.

Voted unanimously to recommend approval from Overseers.

 

Financials

 

Julian Sheffield was unable to attend the meeting to discuss Financials.  Judy Metcalf requested end of year Financial Reports for Sewer so that she may bring up some issues at the Overseers Meeting October 14th.
