The Minutes of the April 4th meeting were approved unanimously.

 

Superintendent’s Report

 

Sewer Department

 

March 2008 Effluent Monitoring Data

 

The NVC was in full compliance of its wastewater discharge license. There were no license exceptions in March.

 

Flow averaged 27,710 gpd compared to 27,039 gpd in March 2007. Precipitation totaled 5.20 inches compared to 6.19 inches in March 2007.

 

TSS and BOD averaged 1 lb/day (4 mg/l) and 4 lbs/day (23 mg/l), respectively

 

These numbers are well below our license limits of 63,000 gallons/day, 76 pounds of TSS and 107 pounds of BOD.

April 2008 Snapshot

 

The NVC Sewer Department anticipates full compliance of its discharge license in April. Flow, pending this weeks rainfall amounts, should be around 27,000 gpd.

 

Grant Funding Discussions with DEP

 

Dick McElhaney spoke with Steve McLaughlin of the DEP; they would seem to be backing down on a proposal for grant funding of $750,000 to rebuild the outfall, but appeared to be offering a 25% in grant money toward design costs, and 80% funding toward construction costs of a new outfall.  Given the costs the Department is  taking on this year including a $100,000 loan to replace sewer lines on Clinton and North Streets, we feel that we cannot afford to apply for such a project this year.

 

Annual Outfall Inspection

 

Bob Winslow, diver has agreed to conduct this year’s annual inspection of the ocean outfall pipe. The NVC consent agreement requires the NVC to inspect and report to the MDEP on the condition of the pipe by May 15th of each year until the pipe is replaced. The Sewer Department is in the process of formalizing a date for inspection now.

 

FEMA funds

 

The Village received $11,432 from FEMA for damage repairs occasioned by the Patriot’s Day 2007 storm.  $3,150.42 of this is earmarked for the repairs on the outfall.  Judy Metcalf will see that this amount is deposited to the correct account.

 

Chlorination/Dechlorination System

 

Fernie Barton is presently preparing the start-up of the Chlorination/Dechlorination system for the swimming season. The NVC discharge permit requires chlorination from May 15 to Oct 1. The department uses liquid sodium hypochlorite to kill disease-causing bacteria and then de-chlorinates or removes residual chlorine using liquid sodium bisulfite to protect aquatic life that might be sensitive to chlorine.

 

Per the request of Denise Behr, MDEP inspector, additional signs will be posted on the wharf and on the fence along the shore at Ruggle’s Park to alert swimmers to get out of the water when both the no swimming alarm sounds and power is temporarily lost to the Chlorination/Dechlorination system at the waste treatment plant.

 

Septic Tank Cleaning

 

Moore ’s Septic will be scheduled to clean the septic tanks over the next couple of weeks. The chlorine contact chamber will also be cleaned.

 

Consent Agreement Interim Funding Report

 

The next six-month interim funding report to the DEP is due at the end of May. The department will report on its funding approval from the MMBB to replace sewer lines on Clinton Ave and North Street as well as to highlight this spring’s camera inspections to locate additional sources of I & I for repair later this fall.

 

Rosenblum Area Follow-Up Yard Work

 

Ted Berry was in the Village to finish repairs to the Rosenblum yard for settling after last fall’s sewer replacement project.  Bill Paige will work with Dean Brown to do similar clean up on Shore Road at the site of another repair

 

Water Department

 

March 2008 Usage and Water Quality

 

Water consumption during March averaged 11,772 gpd compared to 12,009 gpd last month and 11,498 gpd in March 2007. The average weekly chlorine residual in the drinking water was .06 ppm compared to the recommended level of less than .2 ppm. The lone monthly coliform test result was negative.

 

Seasonal Meter Installations

 

Bill Paige has been busy installing the some 150 seasonal water meters over the last month. Most all, if not all of the seasonal meters, will be installed and functional by May 1st.

 

Three new water connections were completed: two on Bluff road and one on Shore Road .

 

Next meeting will be on Friday, June 6 (D-day).  Chairman Crofoot said that he would be unable to attend due to another commitment.
