Special Town Meeting: On Comprehensive Plan

Set to vote at Special Town Meeting Monday 12/8/03 , 7PM at the Blue Goose. As of this writing item passed.

Administrative Ordinances

Review relative to ZBA, set up committee for final review of document

Transfer Station Committee

	Norm James scheduling meeting for layout & design "discussion" with a Bangor engineering firm.
	Move shed. Request with Bill Magruder.

Roads & Bridges

DOT letter received in follow up to Selectmen's question regarding the possible classification of Beech Hill Road . Nate Howard contact at 207-624-3310

Financial

	Taxes coming in. Money going out!
	Big checks written this week SAD 34 $146,000. County $321,000. Paving $130,000

Policy Decisions & Administration & Miscellaneous

	Decision for a telephone system for the Town Office still pending
	Paul Nyren of 779 Shore Road is developing a lot or two in Birchcrest. He requested permission to put steps down to the water utilizing a town ROW at the end to Summit Ave. in Birchcrest at his expense. Selectmen to review ramifications of above request. #338-0066
	Still pending: Letter from Veronica Wardwell re: local cable. Burgess to follow up with Adelphia.
	Selectmen unable to attend Mid-coast "Pine Tree Zone” Orientation.

	A State driven program to expand local tax base thru incentives for businesses to locate in area
	Burgess followed up with Mike Bush at Eastern Maine Development Corp. by E-mail.

Code Enforcement, Planning & Permits

	Bill Kelly met with ZBA on 11/18 at 6:30 PM and reviewed bylaws and procedures.
	58 permits of some form or another in the works for 2003.
	1 "stop work order" issued. Birchcrest. Potential ZBA item
	Developed checklist for mobile homes being relocated to Northport that are older then 1976
	Other items documented dated 11/17/03 on CEO's report. Letters in follow sent.

Legal & Other Issues

Town Attorney Kelly letter of 12/8/03 to CEO Therio re: jurisdictional issue clarification. Issue revolves around the NVC's ability to appoint an attorney to prosecute a violation of an ordinance within the Village. Selectmen need to vote on issue

Real Estate Assessors Functions, Tax Policy & Liens & Collections

Our Re-Val to be complete by 4/04.

Harbors & Waterways

DMR acknowledged receipt of our letter to them dated 11/17/03

	Public Hearings set for 2/19/04 at Drinkwater School
	Town has requested "intervenor status." Request submitted.

Reviewed Metcalf letter regarding above issue.

Fire and Health & Public Safety

	Mike Alley to represent town on Waldo County Emergency Management Team
	Mike Alley attended selectmen's meeting and provided department overview

	Engine # 5 a 1966 Pumper will probably need replacement. CEP item $250,000
	22 Volunteers: training ongoing.
	$60,000 in capital reserve.
	Pay is an issue… to be discussed & reviewed within leadership of Dept. for a recommendation
	Chain of Command an issue related to Department to the Selectmen or Town

Selectmen to review with Town Attorney.

Bayside Village

Jurisdictional issue/procedural issue--see legal.

Future Agenda/Suggestions

	Charitable Lead Trust: Northport Volunteer Fire Dept is named beneficiary (501-C-3 entity limitation)
	Status of Shore Road Paving: future issues?
	Kelly's letter of 12/8
	Letter to County Commissioners re: potential jail site.
