Northport Selectmen's Meeting Notes

Committees & Communications:

Comprehensive Plan Committee has a Public Hearing scheduled for 3/19.  Concern is that we are all well prepared for the Public Hearing and even better prepared for the Town Meeting later this spring. The Comp Plan is our single most important issue. It provides a foundation for our planning.  The committee has developed a document that is well researched and well written.  The Comprehensive Plan will provide the community with guiding principles and concepts as we look to the future.  It has been approved by the State and will be voted on by our citizens at our Annual Town Meeting.  Lindahl to follow up with Landry in regard to the scheduled meeting for Wednesday 3/19 at The Drinkwater School , 7PM .  Come with your questions!

Comprehensive Plan is posted on Northport web site.  There will be a nominal charge of $10.00 if you would like your own copy.  Contact Robin at the Town Office.

Land Use Ordinance Committee continues to meet in support of the Comprehensive Plan.  Committee focus is on shore land zoning, flood plain regulations, sub-division regulations, site plan reviews for commercial activity and the development of administrative ordinances. Next meeting is March 5th.

The Selectman will meet on Monday morning 2/24 at 7:30am to begin drafting administrative ordinances relative to operations.

Budget Committee to follow up on lien process relative to outstanding back taxes.  Recommendation for this year's Town Meeting will be to change fiscal year beginning 2004. No new meeting scheduled until after winter break.

Selectman have scheduled a budgeting meeting for 3/20/03 .  Jim Cummings & Vicik Eugley to attend.

Transfer Station Committee:  On mid-winter break. Burgess to follow up on containers with Pine Tree, and Environ Services for Universal Waste.  Ditullio & Ptak to follow up with recycling suggestions.  James to follow up on site plan.

Harbor Committee: 2/20/03 : A public forum was held on aqua-culture.  Senator Weston, Rep. Ash in attendance for discussion along with Fisk of DMR.  Harbor masters from surrounding towns and other interested parties relative to issue were also in attendance.  Interesting regulatory topic.

ZBA/Samway: status?

 

Financial:

A number of "back taxes" have come in.

Check with Jim Cummings re the status of lien procedures.

Restitution of $19,000 was recently paid.

bullet

Begin to "zero base" roads & bridges, transfer station, and administrative costs for budget meeting

bullet

Identify capital & road projects for coming year.

 

Policy Decisions & Administration:

Follow up on status of Charlie Dhyse's Temple Heights water plan.

bullet

Workers Comp has been moved to MMA following a review of our needs and a proposal from them.

bullet

Jim Cummings to followed up with MMA on remaining information requests related to liability insurance.

bullet

Lindahl to follow up with Dan Small in a letter.

 

Code Enforcement, Planning & Permits:

2/20/03 : CEO Frank Therio held a very successful, well-attended and informative seminar on shore land zoning and building permit issues.  Area contractors and builders in attendance along with representative of DEP.

Raymond Tucker attended Selectmen's meeting on 2/6 and provided an update on his activities.  No shortage of issues.  Suggest any citizen comments or complaints be put in writing or E-mail for follow up.

       

Legal & Other Issues:

R. Taylor/Saturday Cove issue still not totally resolved. Court date again set for this coming week.

 

Roads & Bridges:

General consensus is Magruder is doing a nice job with snow removal.

bullet

Need to begin to "zero" base 2003 operating budget.  Beech Hill looks like the major project.

Status of insurance bond.  Status of billings for Bog Road culverts.

 

Real Estate Assessors Functions, Tax Policy and Liens & Collections:

On "aqua-culture" rafts…back track with RJD Appraisals to see if we can collect personal property taxes from the business.

RJD's contract for new year approved for $16,500. 

bullet

RJD will start revaluation process later this year.

 

Transfer & Recycling Station:

Costs and expense of operations moving into line.  Area looks to be a lot neater and organized thanks to Don and his crew.

 

Harbors & Waterways:

Continuing work on new floating dock system for Saturday Cove.

bullet

See about collecting a mooring fee for aqua culture operation.

 

Fire and Health & Safety:

bullet

Signed off on firehouse.  Fire Chief to attend a future selectmen's meeting.

bullet

First Responders averaging about 10 calls per month.

 

Bayside Village:

bullet

Meeting scheduled for Saturday 2/22/03 .
