Committees & Communications

· Saturday May 3^rd at the Town Office. Elections for the following positions: Selectman, Road Commissioner, and School Board Member. Polls open from 8AM to 6PM .

· Annual Town Meeting is scheduled for May 5^th at Blue Goose, 7PM

· A Public Hearing was held on the Comprehensive Plan March 19^th at the Drinkwater School . The Comprehensive Plan is also posted on the Northport web site.

· Land Use Ordinance Committee: To draft warrant articles for shore land zoning amendments and flood plain regulations for Town Meeting

· Administrative Ordinances: The plan is to use the budgeted services of Eric Galant/Eastern Maine Development Corp to pull this together. J. Burgess to coordinate.

· Budget Committee: Suggesting warrant article to change town fiscal year to match the State's (July 1^st thru June 30th). Change to take place in 2004. Warrant article drafted. Also supporting investigating a 2.5 million dollar "bond issue" to address our roads. Cost of servicing the bond projected to be lower than cost of road maintenance/reconstruction.

· Transfer Station Committee: Next Meeting Saturday April 5^th at 7:30AM . NEW MEMBERS WELCOME.

· Harbor Committee: Issues still revolve around aqua-culture permitting process, moorings application time table, and control/jurisdiction/definition of local waters. Selectman to have Bill Kelly attend our next meeting for a legal opinion, guidance and direction.

Financial:

	Rooney looking into "bond issue" for roads and bridges and proposed warrant article.
	Reserves were discussed for capital expenditure items.

Policy Decisions & Administration

	Confirm to DOT that we are okay with closing the State managed rest stop across from Blue Goose
	Water Utility District information discussed--Doug Mayer

Code Enforcement, Planning & Permits

	CEO--Noonan's building
	Raymond Tucker would like a file cabinet for his records. Approved. Also to make better use of Constable's "in-box" at Town Office.

Legal & Other Issues

	Status of Charlie Dhyse's Temple Heights water plan??? No feed back to date
	R. Taylor/Saturday Cove issue still not totally resolved
	Suggest Town Attorney attend our next meeting for input on jurisdictional and legislative issues

Roads & Bridges

	RSMS still under utilized. Meet with Phil Curtis.
	Status of insurance bond. Status of billings for Bog Road culverts
	Spring Projects: sweeping, grading, trees, Shore Road , ditching, area by Drinkwater School , Pound Hill, some cold patch, gravel & grade Bluff Road .
	Longer term: Knight' s Pond Road , Nelson Road , Dump Road , Beech Hill, Prescott Hill

Real Estate Assessors Functions, Tax Policy, Liens & Collections

	"Aqua-culture" rafts: Check with RJD to see if we can collect personal property taxes from the business
	RJD will start revaluation process later this year. Warrant article to allocate balance of funding--$30,000

Transfer & Recycling Station

· Some vandalism and theft of bottles & cans. Bottle & Can money goes to charity supported by Ridge Rider's. Pine Tree Camps

Harbors & Waterways

· Continuing work on new floating dock system for Saturday Cove

· See about collecting a mooring fee for aqua-culture operation

· Need to review draft of amendments to local Harbor Ordinance

Fire and Health & Safety

· A committee of three (3) has been established to complete 911 maps with road names. Currently 71 Fire Roads require names to be submitted by 5/5/03

Bayside Village

· Phase II on water down Bluff and Shore Roads. Hearing scheduled. CBDG Grant with regard to water line extension and funding

· Water Utility District under discussion

· Selectmen support Warrant Article to raise and appropriate $25,000 for NVC
