Committees & Communications

THE SELECTMEN MEETINGS ARE

THE 1ST MONDAY AND THE 3RD MONDAY OF EACH MONTH.

MEETINGS WILL BEGIN AT 8AM .***

Comprehensive Plan Committee:

Next meeting is Wednesday 7/23.

Selectmen will ask for change in leadership on the committee as the committee has many new members and may need to reorganize around task at hand.

Committee still dealing with a number of difficult issues and may or may not be ready to put plan to a vote in September.

bullet

In a nut shell, here are a "few" of the remaining issues to resolve. Review environmental science behind set back requirements around lakes and streams to protect watershed. Develop a measure or standard for impervious surface percentages. Suggest avenues to provide incentives for conservation and smart land use policy to protect open space and encourage thoughtful development. Discuss density issues. Through the plan, steer growth. Weigh implications of "historic districts." Understand local topographical factors like slopes & soils impacting or impeding development. The plan should be balanced to protect individual property rights. How best to protect water quality in and around our lakes & streams. Develop indicators, benchmarks and measurements to see if we are meeting our goals & objectives. Look at a "point system" to evaluate impact of development or project.

Administrative Ordinances: Draft is ready for review at upcoming public meeting scheduled for Monday 8/11. Burgess to do make an executive summary of the ordinances key points.

Transfer Station Committee: Next meeting scheduled for 7/24 at 7:30AM . A representative from DEP invited to discuss recycling.

Roads & Bridges: A work in progress. Scope of work for possible $2.5 million dollar "road-bond" is being defined.

Suggest meeting with Phil Curtis/MDOT       

 

Financial

$$$$--Back Taxes are an issue: "cash- flow" is tight.

bullet

Jim Cummings leading the charge on this issue. 30-day notices are out for 2002's taxes.  

 

Policy Decisions & Administration

Basil with Lawn's R-Us to give us cost estimate on cemetery fence installation. 

 

Code Enforcement, Planning & Permits

Need to find out where Charlie Knight stands with regard to State plumbing certifications.

 

Legal & Other Issues

Working on line agreement for Saturday Cove area.

Bill Kelly to touch base with CEO re: Fortin's Trailer Park issues.

 

Roads & Bridges

What ever happened to: insurance bond & billings for Bog Road culverts?

MaGruder to touch base with Jane Phillips.

bullet

Mr. Toole shared issues and concerns for Pitcher Road . Road commish to review on site with Mr. Toole.

 

Real Estate Assessors Functions, Tax Policy and Liens & Collections

Target 7/21 for Jim Cummings & RJD commitment ready.

Revaluation work still on target for summer.

TRIO Real Estate Assessment System-Windows Version needs to be ordered--about a $6,500 expense

 

Transfer & Recycling Station

Industrial Metals hauled off partial load of metal waste. Fax & request balance be taken away.

Lindahl to follow up with Bill Butler re: Transfer Station Operating Manual updates.

Burgess to investigate "tub-grinder" costs for brush.

Tim to finish painting transfer station attendant's shed on own time at $10.00 per hour.

Another "HOUSEHOLD HAZARDOUS WASTE DAY" will be scheduled for September in Waldo. 

 

Harbors & Waterways

A marine-related "municipal fee" was accepted for mussel raft operation.

bullet

$200 for three rafts and $25.00 for each additional raft.

Lindahl to touch base with Dana Whitten with regard to Harbor Committee. bullet

New floating dock system for Saturday Cove has been delayed. Harbor Master coordinating. bullet

Property line review scheduled for Saturday Cove. Bill Kelly to finalize line agreement. bullet

Pitcher Pond Association making efforts to address "milfoil" prevention on/in lake.

 

Fire and Health & Safety

A letter to go out from "chair" to Owen Smith/County Commissioner's re: missed 911 signals & communications.

A committee has been established to complete 911 maps. Present at 9/22 Special Town Meeting

Tucker to post "no overnight camping on Knights Pond.”

Knight's Pond area trashed. Lindahl to touch base with Sheriff's Department.

 

Bayside Village

bullet

Implemented suggestion to have regular representation at each other's meetings.

Water Utility District: voting procedure to be reviewed with MMA.

Reviewed status of road & water projects.

bullet

Kelly Cove to be addressed in conjunction with water project..

bullet

Look at way to develop three or four parking places around Kelly Cove for safety so vehicles can pass.

bullet

Town to provide some funding for painting cross walks. Bring up for discussion when ready for such.
