Committees & Communications

Comprehensive Plan Committee

Next meeting is Wednesday 7/23.

Selectmen have asked for change in leadership on the committee.

Monday 8/11 a public meeting has been scheduled to review plan & progress.

Administrative Ordinances:

Selectmen working on executive summary of the ordinances' boiling down the 30 page document

Transfer Station Committee
bullet

Meeting scheduled for 7/24 at 7:30AM .

A representative from DEP confirmed his attendance to discuss expanding our recycling efforts.

$3,000 matching grant was approved by DEP for adding recycling containers.

Roads & Bridges
bullet

Discussion to take place at public meeting August 11th to review the scope of work of a possible $2.5 million dollar "road-bond". Phil Curtis with MDOT to be present to help field questions.

               

Financial

$$$$: Back taxes are an issue.

"Cash- flow" is tight.

bullet

30-day notices were sent out for 2002's taxes.  

                                 

Policy Decisions & Administration

Robin Combs to begin investigating a phone system for the Town Office. North Star Communications has been contacted along with Cornerstone Integrated Voice & Data Systems to start preliminary review of needs.

Basil with Lawn's R-Us has yet to give us cost estimate on cemetery fence installation. Discussed slowing down the project due to our cash position.

 

Code Enforcement, Planning & Permits

Charlie Knight did not pass test for State plumbing certification at this point.

CEO Frank Therio presented his monthly report and reviewed communication issues.

CEO putting out flyer to shoreland zone property owners addressing common issues/violations

bullet

Decision on part of selectmen to put Fortin on notice that property septic failure & surface discharge be corrected or town will arrange to have the tank pumped weekly at owner's expense with necessary liens to follow.

 

Legal & Other Issues

Still no written line agreement for Saturday Cove area. Bill Kelly to finalize line agreement.

Bill Kelly to touch base with CEO re: Fortin's Trailer Park issues.

 

Roads & Bridges

Currently handling small-scale emergencies. Brush cutting along Shore & Beech Hill, cold patch as needed, contracted road side mowing taking place, contracted grading work has been completed, landfill area graded, culverts generally in good shape.

Road Commissioner to touch base with Jane Phillips.

Road Commissioner has met on site with Mr. Toole concerning Pitcher Road . 

 

Real Estate Assessors Functions, Tax Policy and Liens & Collections

Jim Cummings & RJD to have commitment ready for 8/4's selectmen meeting.

Revaluation work still on target.

TRIO Real Estate Assessment System-Windows Version will be an operating system upgrade to assist future re: valuations.  

 

Transfer & Recycling Station

Industrial Metals still has not carted off the partial load of metal waste.

Lindahl to follow up with Bill Butler re Transfer Station Operating Manual updates.

Brush being chipped. CHIPPED MATERIAL AVAILABLE FOR FREE FOR THE TAKING

"HOUSEHOLD HAZARDOUS WASTE DAY" is scheduled for September in Waldo. 

 

Harbors & Waterways

Burgess & Lindal met with Harbor Master at Saturday Cove regarding placement of new floats.

Mike Brown reported that Art Tibbetts behind schedule on setting pilings.

Lindahl to touch base with Dana Whitten with regard to Harbor Committee.  

 

Fire, Health & Safety

A letter was sent to Owen Smith/County Commissioner's re: 911 & communications.

Tucker to post "no overnight camping on Knights Pond.

Knight's Pond dressing area destroyed. Not worth fixing. Best to remove?

 

Bayside Village

Water Utility District. Voting procedure was reviewed with MMA. Lindahl summarized. In general, it needs to be handled like any other vote or warrant article, plus recommended nominees should be elected in the same manner as other elected officials. More to follow.

Reviewed status of road & water projects relative to Town's support & commitment. Phase II calling for about $183,000 of paving, repair and reconstruction along Shore & Bluff Roads.

Kelly Cove Bridge to be addressed in conjunction with water project. Cost unknown at present time

Ditching, drainage and culvert work being engineered to arrive at cost estimates.

Can't do: develop three or four parking places around Kelly Cove.  DEP & permitting issues.

 

Future Agenda/Suggestions

Thank you for one citizen's recent suggestion to try to shift focus of notes as to "what has been accomplished" rather then all the to do's. Good point.
