 Northport Selectmen's Notes

8/18/03

 

THE SELECTMEN MEETINGS ARE THE 1ST MONDAY AND THE 3RD MONDAY OF EACH MONTH.  MEETINGS WILL BEGIN AT 8AM .

Next meeting will be Tuesday 9/2 because of Labor Day

Committees & Communications

Comprehensive Plan Committee:

The plan with revisions has been sent to SPO for review.

bullet

Next step will be a series of town meetings prior to voting on the plan.

bullet

Special Town Meeting will be rescheduled to later this fall in order to accommodate a series of public hearings on the Comprehensive Plan, Administrative Ordinance, discussions with regard to a business plan for transfer station, and other loose ends.

Administrative Ordinances: Have been posted on the town web site for review and comment.

Transfer Station Committee

Next meeting scheduled for 8/28 at 7:30AM

We met with Pine Tree Waste with regard to modifying our containers. We will expand the bin for newsprint, take mixed paper, take clear plastic & colored plastic and tin.

Committee to investigate "grant" money to get power down to transfer station. Cost estimate is $30,000.

Roads & Bridges

Rooney & MaGruder met with Commercial Paving Tuesday 8/12. They have a recycled asphalt product which is 1/2 the cost of traditional paving. Proposal to follow.

Still plan to meet with Phil Curtis with MDOT to lay out road work plan.

               

Financial

Back Taxes are an issue making "Cash- flow" tight.

$150,000 cash on hand. FYI: the amount on hand is less then one month's school payment.

Tax bills out. Payments coming in. New mil rate $18.60 per $1000.

                               

Policy Decisions & Administration

Robin Combs has met with two companies with regard to a investigating a telephone system for the Town Office. Proposals to follow.

Basil's (Lawn's R-Us) cost estimate for cemetery fence installation still outstanding. Bill MaGruder to follow up with Basil. With financial situation the way it is, best to go slow.

Organizationally, Mike Alley will be assigned the additional duties of "fire warden."

bullet

Pete Simpson will be assigned the responsibilities of "health officer."

bullet

Concern expressed that Animal Control Officer is not performing duties in timely manner. Selectman to document concerns in writing and request ACO to attend our September 2nd meeting.

 

Code Enforcement, Planning & Permits

DEP and DHS investigating illegal dumping of crab shell debris of Beech Hill Road with total disregard for neighbors, health or sanitation issues. Individuals have been identified.

 

Legal & Other Issues

Bill Kelly to finalize line agreement on Saturday Cove.

 

Roads & Bridges

Selectmen put brakes on spending until our cash picture improves.

At meeting the Phase 1 work in Bayside was reviewed by John Fancy.  

 

Real Estate Assessors Functions, Tax Policy and Liens & Collections

Revaluation work on going. Jim Cummings to have RJD representative (John Doan) to attend out next meeting for up date and overview.

 

Transfer & Recycling Station

Industrial Metals scheduled.

Bill Butler (DEP) responded regarding household hazardous waste storage. Regulations provided for review at our waste management meeting 8/28.

"HOUSEHOLD HAZARDOUS WASTE DAY" is scheduled for September 13th in Waldo. 

 

Harbors & Waterways

New floating dock system in at Saturday Cove. Suggest warrant article for 2004 for two new floats.

Harbor Master to address with Harbor Committee unpaid mooring.   

 

Fire and Health & Safety

Owen Smith/County Commissioner's responded to our concerns for 911 communications. he will be following up in writing.

Paul Rooney to invite Fire Chief to a selectmen's meeting to provide an overview of their activities

 

Bayside Village

bullet

New President of NVC introduced: Josiah Huntoon. Mutual goal is to extend the spirit of cooperation.

Water Utility District: Discussion & vote on the warrant article was postponed until July 2004 annual meeting.

Phase 1 about 80% complete. A punch list to be completed later in September. 

bullet

Sargent & Sargent awarded Phase 2 work. The budget on the project is running about $1,200,000.

In Phase 2, selectmen would still like a price on replacing Kelly Cove Bridge .

bullet

Plans for storm drainage work discussed. Estimated cost $74,000. Hold for further discussion.

bullet

Culvert & drainage work by Sea Street and Rogers Way discussed. Magruder to handle.

bullet

Town commitment on reconstruct and pavement of Bluff Road $183,600. Road Commissioner to review and solicit additional bids for paving. Due 9/2.

Work underway in Birchcrest. 12 homeowners have signed on.
