Burgess to set up meeting with Gallant for a review of Administrative Ordinances document.

Bill Kelly to be given the "go-ahead" to work with ZBA on fine tuning their procedures.

New phone system approved for Town Office.

 

Transfer Station Committee

Committee met with CES Inc in regard to transfer station designs. Proposal to follow.

CES is a Maine based engineering firm with expertise in transfer station design & engineering

Memo to County Commissioners of 12/14/03 re: potential jail site did not get by "idea" stage.

Roads & Bridges

bullet

DOT letter received dated 12/16/03 regarding functional classification of Beech Hill Road . They are not interested in reclassifying Beech Hill to a State Aid Collector Road from a Town way.

Issue regarding additional funding of drainage work which was undertaken on Shore Road . Feeling is this was an "engineered" project and the town's liability to fund an additional $20,000 is not acceptable.

Rental cost of wood chipper to be addressed.

bullet

Fancy/Lynch to address repairs to Birchcrest Road . Put on "punch list"

 

Financial:

March: Auditors to be here. Selectmen to be available.

Warrant procedure addressed so Vicki Eugley has current info. Jim Cummings will write warrant for selectmen to sign.

 

Policy Decisions, Administration & Miscellaneous

Paul Nyren of 779 Shore Road is developing a lot or two in Birchcrest. He requested permission to put steps down to the water utilizing a town ROW at the end to Summit Ave. in Birchcrest at his expense. Attorney to review ramifications of above request (338-0066)

Still pending. Letter from Veronica Wardwell re: local cable. Burgess to follow up with Adelphia.

 

Code Enforcement, Planning & Permits

Issue of an illegal rental dwelling/occupancy was discussed. CEO to give party notice to correct. A liberal time frame of 1-year to be set to give parties involved an opportunity to adjust to circumstances 

 

Legal & Other Issues

Town Attorney Kelly to review procedures and jurisdictional issues with NVC attorney.

bullet

Kelly to work with ZBA. Commitment of time and money approved by selectmen.

bullet

Kelly to study ramifications of dissolving Fire Department Corporation and restructuring reporting relationship.

    

Real Estate Assessors Functions, Tax Policy and Liens & Collections

Our Re-Val to be complete by April.

 

Harbors & Waterways

Harbor Master's recommendations approved for new committee chair and new member. Mike Brown to follow up.

Public Hearings set for 2/19/04 at Drinkwater School .

Town "intervenor status" for hearing acknowledged.

Reviewed Metcalf letter regarding above issue and responded to S. Fitzgerald by e-mail.

 

Fire, Health & Public Safety

Charitable Lead Trust. Northport Volunteer Fire Dept is named beneficiary (501-C-3 entity limitation) discussed and agreed.

Selectmen are requesting Bill Kelly (Town Attorney) review implications of dissolving Fire Department Corporation and to have the department come under the town, with the chief reporting directly to the selectmen, thereby improving the chain of command. 

 

Bayside Village

Jurisdictional issue/procedural issue: Kelly to follow up

Utility District concept on hold for foreseeable future.
